Brownstown man arrested for sex offender registry violations

A Jackson County man was arrested over the weekend after violating sex offender registry requirements, police report.

Richard Loren Blocker, 49, of Brownstown was arrested and booked into the Jackson County Jail in Brownstown on Friday.

He faces a charge of failure to register as a sex offender, a Level 6 felony, according to a news release from Jackson County Sheriff’s Department Lt. Adam Nicholson.

Nicholson was able to track compliance with the sex offender registry after dispatch contacted him to provide information Blocker called 911 to report his girlfriend had fallen, according to the probable cause affidavit. Blocker reported his address as being on High Street in Brownstown.

Because the residence was in the area of St. Peter’s Child Care Ministry, Lutheran Central School, Brownstown Central Middle School and Brownstown Central High School, the location violated the sex offender registry requirement that a registered sex offender against children cannot live within 1,000 feet of a day care, school or public park.

Registered sex offenders are required to report any changes to their address, phone number, vehicle registration and employment to the sheriff’s department within 72 hours of the change.

The probable cause affidavit states Blocker was allegedly in violation of all of those requirements.

“I commend Lt. Nicholson for his work in making this arrest,” Jackson County Sheriff Rick Meyer said. “We have the sex offender registry for the purpose of keeping children in our community safe and so residents can be aware of their surroundings. We will continue to be vigilant in making sure the registered offenders living in Jackson County are accounted for.”

Blocker was booked into the jail at 11:45 a.m. Friday and was being held without bond Monday.
