Annexation ordinances approved; remonstrance period begins

Seymour is set to gain 719 acres of land after the city council approved four annexation ordinances on their second and final reading Monday.

The ordinances were approved 7-0.

The annxation process has now moved into a remonstrance period. If any property owner lives in the affected areas and opposes annexation, they have 90 days to sign a remonstrance petition.

To be permitted a remonstrance trial, 51% of landowners in each annexation area must sign a remonstrance petition. The ordinance fails if 65% of landowners in one area sign remonstrance petitions.

Barnes and Thornburg attorney Nick Kile attended the meeting and said petitions are available at the Jackson County Auditor’s Office at the Jackson County Courthouse, 109 S. Sugar St., Brownstown, and the Seymour Clerk-Treasurer’s Office at Seymour City Hall, 301 N. Chestnut St., Seymour.

Kile said affected property owners will receive a letter that explains where they can go to sign a remonstrance petition. They can sign the petition during regular business hours at those locations for the next 90 days. The letter also will clarify five days that are after hours that people can sign the petition.

The four annexation areas mostly involve agricultural ground south of the city between State Road 11 (South Walnut Street) and County Road 975E where the new Burkart Boulevard extension currently is being built.

The areas also include the Ashwood and Hoevener subdivisions off of County Road 950E (Meadowbrook Drive) south of The Home Depot.

A total of 210 parcels lie within the areas to be annexed, including land that surrounding Phase 1 of the Burkart Boulevard extension from east of Silgan Plastics to east of Sycamore Road where the new road comes up near Walmart Supercenter east to County Road 975E.

Craig Luedeman was mayor during the city’s last annexation in 2013. That annexation occurred on the north side of the city and allowed for the development of the Burkart Crossing Apartments and Redbud Meadows subdivision.
