Apartment complex hearing planned

The first phase of the Burkart South Bypass project isn’t finished yet but already is spurring development in Seymour.

Alpine Studios Indy LLC has petitioned the city to rezone property where the new road begins with plans to construct more than 200 apartments.

The 7.26 acres are located in the 500 south block of the Fourth Street Road extension.

A public hearing on the rezone is scheduled for 7 p.m. Thursday before the Seymour Plan Commission in council chambers at Seymour City Hall, 301-309 N. Chestnut St.

The hearing is open to all adjoining property owners and the public. At that time, individuals may make comments in support of or opposing the petition.

Written comments may be submitted to the Seymour Department of Planning and Zoning before 4 p.m. Thursday to be considered by commissioners.

The property, owned by Robert P. VonDielingen, currently is zoned R-1 for single-family urban residential.

Alpine Studios Indy is looking to rezone the property to R-2 for multi-family residential to allow for the construction of seven apartment buildings. Most of the surrounding property is zoned R-1.

Five of the buildings would be on the 5.48 acres on the west side of the new road and two buildings on the 1.78 acres on the east side.

A concept site plan for the development shows four of the apartment buildings having 34 units with one- and two-bedroom and efficiency apartments and the other three buildings with 24 apartments, including one- and two-bedroom, efficiency and studio units.

A total of 375 parking spots also are planned to accommodate residents of the apartments.

The new stretch of road, which takes Burkart Boulevard to South O’Brien Street and includes a railroad overpass, is expected to be completed this fall.

If approved by the city, the apartments will be located in Seymour’s federally designated Opportunity Zone. That program was created as part of former President Donald Trump’s 2017 Tax Cuts and Jobs Act and provides federal tax incentives to developers in order to attract private investment to low-income areas.

Last month, Seymour Mayor Matt Nicholson said increasing and improving housing options in Seymour is one of his goals for the city this year.

With Crossroads Village senior apartments under construction on South Poplar Street and Seymour Lofts workforce housing to get underway across from Margaret R. Brown Elementary School this fall and now this most recent request from Alpine Studios, Nicholson is well on his way to reaching that goal.
